What a stable government should prioritize

I think that any government should prioritize safety above all things. This includes external and internal safety and a government should make sure that there aren’t potential threats to harm citizens as well as mitigate internal threats such as fighting and violence. I think this is very subjective though because a certain leader can ultimately choose what is deemed as “threatening”, and this is why I believe the citizens should also have a bit of a say on what is deemed as unsafe. But in general I think that a government should prioritize safety of the people as first.
